Needless to say the $12 copy is in my Won section. Actually the cheaper copy has been on eBay for months. I'm thinking any Video City releases must be rare since the same seller of the $40 tape had several other VC releases go for a small fortune just now, including a $118 copy of SS Special Section Women.
